Tianjin Municipal Human Resources and Social Security Bureau and two other departments have jointly issued a pilot work plan on intensifying efforts to transform postdoctoral management at the Tianjin Tiankai Higher Education Innovation Park.
The initiative aims to accelerate talent gathering for science and technology enterprises, and enhance innovation and results transformation, establishing the park as a hub for high-level, innovative young talent.
Key reform measures are as follows:
Streamlined management model
On-Demand Applications: Eligible small and medium-sized technology enterprises in the park can apply to establish branch postdoctoral stations at any time based on project needs.
Expedited Approvals: Applications are reviewed and assessed by experts, enabling businesses to quickly recruit and train postdoctoral researchers.
Dynamic Evaluation: A performance-based system will be implemented, with underperforming stations subject to removal.
Talent development channels
Targeted Recruitment: The park collaborates with universities like Tianjin University and Nankai University to promote postdoctoral positions, ensuring alignment between academic resources and enterprise needs.
Joint Training Programs: Enterprises and universities will explore integrated training models, fostering cross-disciplinary and cross-field research to enhance postdoctoral education quality.
Innovation Competitions: Events such as the "Haihe Talent" Innovation Competition will connect businesses with postdoctoral teams to address critical industry challenges and facilitate research-to-market transitions.
Diverse funding support
Government Funding: Support for postdoctoral researchers includes access to national-level innovation grants and talent programs.
Park-Initiated Investment: Tiankai Higher Education Innovation Park provides financial support through dedicated funds, with up to 3 million yuan ($412,617) available for early-stage research projects.
Private Investment: Financial institutions, venture capital, and private investors are encouraged to participate in postdoctoral research and result commercialization.
Comprehensive support measures
Collaboration Platforms: Regular exchange activities among enterprises and postdoctoral stations will foster cooperation and information sharing.
Open Application Scenarios: Researchers can access networks such as national labs and industry alliances to expand project opportunities.
Entrepreneurial Services: A dedicated innovation and entrepreneurship center will offer technical consulting, patent applications, and knowledge protection to accelerate research commercialization.
The reform initiative positions the Tianjin Tiankai Higher Education Innovation Park as a key driver in talent development and innovation, creating a robust ecosystem for the growth of high-level researchers and enterprises.
